In 2023, Indonesia's ban on unprocessed nickel ore exports had been in force for three years. Smelter capacity on the islands of Sulawesi and Halimatera had expanded sharply, and the country was exporting nickel pig iron and mixed hydroxide precipitate rather than raw laterite. Whether that outcome matched every policy intention is debatable, but the mechanism was straightforward: if you want access to Indonesian nickel, you must do at least part of the work inside Indonesia. That single policy decision reshaped sourcing decisions for stainless steel mills and battery manufacturers across East Asia and Europe. It is a clean illustration of what resource nationalism — in its more interventionist forms — actually looks like in practice.

What resource nationalism means in this context

The phrase covers a wide range of government behaviour, from the mild (a royalty increase, a renegotiated concession) to the severe (outright nationalisation of a mining operation). In trade policy terms, the tools that matter most to buyers and processors outside the producing country are export controls: rules that restrict or condition the movement of a raw or semi-processed material across a border. These are distinct from domestic ownership requirements or profit-sharing arrangements, though in practice governments often deploy several instruments at once.

The policy logic differs from country to country. Some governments aim to capture more of the value added in processing — turning an ore into a metal, or a concentrate into a refined product, before export. Others are trying to conserve a finite resource for domestic industry. Others still are using export controls as a diplomatic instrument, signalling leverage in a trade relationship without yet pulling the trigger on a full ban.

The main instruments

An export ban is the bluntest tool. It prohibits shipment of a specified material — usually defined by its stage of processing — above the border. Because bans are binary, they create immediate pressure on downstream buyers who relied on that supply. They also create immediate pressure on the producing country's own miners, who may lack domestic buyers if smelting or refining capacity has not yet been built. The gap between banning raw exports and having sufficient domestic processing capacity to absorb mine output is a recurring source of economic disruption in countries that have moved quickly.

A quota is more adjustable. The government sets a volume ceiling on exports in a given period, issues licences up to that ceiling, and can revise the figure as conditions change. Quotas allow some trade to continue while keeping price signals active: when quota allocations are tradeable, a shadow market for export licences emerges, and the spread between domestic and international prices reflects the scarcity the quota creates. China's management of rare earth export quotas in the years around 2010 produced exactly this effect — domestic Chinese prices and ex-China prices diverged substantially, giving Chinese processors a cost advantage that was, in effect, built into the quota design.

An export licence requirement without a hard quota is a softer instrument still. Every shipment must be approved, but approval may be routine. The significance is that the government retains discretionary power: it can slow, condition or redirect trade without announcing a formal restriction. For companies building supply chain plans over a five- or ten-year horizon, that discretion introduces a category of political risk that is harder to price than a known tariff.

A value-added requirement — sometimes written into law as a minimum level of domestic processing before export is permitted — is structurally different from a volume restriction. It does not cap how much leaves the country; it specifies what form the material must be in when it leaves. This is the instrument Indonesia used for nickel. A similar logic has been applied by other mineral-rich states to copper, bauxite and cobalt at various points. The downstream effect is to force investment in smelting, refining or chemical processing into the producing country, either by the mining company or by a third-party processor, often with state involvement.

A worked illustrative example

Suppose, illustratively, that a country exports copper concentrate grading 25% copper. The concentrate is smelted abroad, and the refined copper is sold on the London Metal Exchange. The producing country captures revenue at the concentrate stage — a lower-value point in the chain. Now suppose the government introduces a requirement that no copper may be exported below blister copper purity (roughly 99% copper before final refining). The mining company must either build or contract a smelter domestically. The cost of building that smelter is substantial, and until it is operational, the mine faces a choice: stockpile, reduce output, or find an exemption. If the government offers a transitional licence while smelter construction proceeds, the policy is softer in the short term. If it does not, the producer faces a real production constraint. The country, meanwhile, hopes to capture the smelting margin domestically once capacity is in place. Whether the margin justifies the infrastructure cost depends on scale, energy prices, and the terms on which the smelter can sell its output — none of which are guaranteed at the time the policy is enacted. This is the fundamental tension in value-added requirements: they are an industrial policy instrument dressed as a trade measure, and the industrial policy may or may not succeed.

Effects on buyers and supply chains

From the perspective of a buyer outside the producing country, each of these instruments raises the cost or reduces the reliability of supply in some way. A ban forces immediate source substitution or investment in alternative deposits. A quota requires buyers to secure licence allocations, often through the producing country's own trading entities. A value-added requirement shifts where buyers must go to purchase the processed material — typically to a smaller number of smelters, often with state ownership, which changes the commercial relationship considerably.

Over time, sustained export controls on a material tend to accelerate two responses: increased exploration and development of deposits in countries without such controls, and increased investment in recycling and substitution by downstream industries. Neither response is fast relative to the time horizon of a typical export control regime, which is why the near-term supply disruption can be pronounced even when the long-term market eventually rebalances.
